You can modify weapons and armor in Outriders by talking to Dr. Zahedi, the same NPC who helps you increase the rarity and level of your equipment.
It will appear in your camp after you complete the main save quest. If you haven’t reached this point in the game yet, take the time to focus on advancing the story.
Once it appears in your camp, it can be found in a small store. It will be indicated on your map by an icon showing a crossed screwdriver and wrench in X.
Find his tent in your camp and then talk to him. Your first dialogue option will mention the need for help creating and modifying the team.
Select this dialog option. This will take you to the creation menu, where you can choose which piece of equipment you want to modify. Select the gear you want to modify and then choose the Mod Gear option.
You can then apply a mod to your team as long as it has a rare or higher rarity rating; you have the appropriate resources to modify it, such as leather or iron; and you have some modifications that can be added.
