What accesses can be closed for security reasons?

Are there streets or passageways where you cannot put an access gate?
The installation of street closing bars in cities declared world heritage sites or in neighborhoods, streets, passages or places declared architectural heritage, or that serve as access to them, or to others classified as national monuments, may not be authorized.
How can you request the closure of a street or passage?
At least 90% of the owners of the homes whose accesses are inside the street, passageway or condominium that they want to close, must submit a request to the municipality.
Who authorizes?
The mayor, with the agreement of the Municipal Council. Prior to authorization, there must be a report from the directions or units of transit and municipal works and from the Carabineros unit and the Fire Department of the commune. The authorization must be founded, specify the place of installation of the gate, gate or closing or control devices; the restrictions that will exist for vehicles, pedestrians or both, and the hours in which they will be applied.
In addition, the municipality must issue an ordinance that indicates the procedure and characteristics of the closure or control measures in question. The ordinance must contain measures to guarantee the circulation of residents, of persons authorized by them (such as visits) and of emergency vehicles, of public utility and community benefit.
How long is the authorization valid?
For five years, automatically extendable unless the municipality issues a resolution, with the agreement of the Council, stating otherwise.
What happens if the neighbors want to remove an access gate?
In order for an access fence or gate to be removed, at least 50% of the homeowners in the area must make a request to the municipality, which may revoke said authorization.
