Participatory Regional Integration in the Andean Community (INPANDES). It is a cooperation project between the Andean Community (CAN) and the European Union (EU), for the benefit of the population of the Andean subregion, focused on strengthening citizen participation, and economic and social development in Border Integration Zones .

Historical review

The Andean Community (CAN) works with the objective of achieving an integral social and economic development, more balanced and autonomous, by strengthening Andean integration, with a projection towards South America and Latin America .

The Financing Agreement DCI-ALA / 2011 / 022-123 “Participatory Regional Integration in the Andean Community-INPANDES”, is included in the 2010 Annual Action Program (AAP 2010) and is part of the economic and social cohesion axis (CE&S ), positioning the issue on regional and national agendas, complementary application in specific initiatives, strengthening the institutional capacity of the Andean Community, especially its General Secretariat, improving citizen participation and Civil Society in the regional integration process Andean and stimulating economic and social dynamics in the border territories It was signed on December 21 , 2012 , with the authorization of Bolivia , Ecuador and Peru, and Colombia’s no objection (Note: DM / VRE / DISTD No. 84914).

The INPANDES project is designed to deepen economic and social cohesion within the Andean Community as a principle of economic development. It has two areas of intervention:

  1. Regional actions that strengthen the participation of citizens and civil society organizations in initiatives that generate integration and promote a sense of belonging to the Andean Community.
  2. Actions that promote economic and social development, based on the generation of decent work, income, social services and employment in the Border Integration Zones (ZIF), by strengthening the capacities of local governments in the elaboration of binational policies with participation of local actors.

For this purpose, within the framework of the INPANDES project, six Grant Contracts have been signed in the border area, related to productive development issues, as well as territorial planning and natural resource management.

Results to be achieved

The project “Participatory Regional Integration in the Andean Community –INPANDES” that has already been launched, hopes to achieve two results:

  1. Strengthen in the Andean subregion the participation of citizens and Civil Society organizations in initiatives that generate integration and promote a sense of belonging to the Andean Community. Through the granting of projects, it will seek to support the strengthening and consolidation of Andean networks, local administrations, Consultative Councils, and Civil Society Participation Tables; in addition to promoting Andean integration and the construction of Andean public policies for Economic and Social Cohesion.
  2. Promote economic and social development, based on the generation of work, income, social services and employment in the Border Integration Zones, for which projects will also be subsidized to strengthen the capacities of local governments, improve living conditions of the binational border population and create decent employment.

Service Contracts

The INPANDES project also signed four Service Contracts, which manage to support the grants and contribute to the objectives of cross-border integration.

The main lines of these services include:

  • Establishment of an Andean Platform for Cross-Border Cooperation
  • Establishment of an Andean Platform for Community Tourism Development
  • Establishment of an Andean Platform of Innovative Regions
  • Consultation and social, regional and local participation for the construction of the Living Well Ontology
