He was born on August 2 , 1928 . He trained as an architect at the University of Buenos Aires (UBA). He obtained his degree on September 12, 1963 and enrolled at the CPAU on October 14 of that same year.

In addition to being an architect, he was a renowned sociologist. In his youth, he joined the pioneering Organization for Modern Architecture (OAM) and in his maturity, the Staff studio, which carried out large social housing projects at the beginning of the 1970s.
He was part of the OAM, formed at the beginning of the ’50s by Horacio Baliero , Juan Manuel Borthagaray , Francsico Bullrich , Carmen Córdova and other architects adhering to the Modern Movement born in Europe between the wars.
In the mid-1960s, he formed the STAFF Studio together with Ángela Bielus and Olga Wainstein-Krasuk .Between 1970 and 1973, the team consecutively won a series of contests organized by the National State within the framework of the PEVE Plan for the eradication of slums.
Thus, social housing complexes designed by Staff were built in Ciudadela, La Matanza and Morón. Within the Autonomous City of Buenos Aires, a STAFF project was also built in the Villa Lugano neighborhood (at Avenida Fernández de la Cruz corner Saladillo) and the important Soldati Complex, for more than 17,000 people.
Prolific thinker and writer, he was also Professor of Sociology at the UNL and at the UBA, together with Gino Germani , in the 50s and 60s, and of Architecture, at the UBA, until 1966 and then from 1984 until his death in 2001. .In 1995, in addition, he was appointed Associate Professor at the UBA.
