History
The currency was initially chosen through an unofficial process. Patrick La Prairie, of the daily Ouest-France, proposed, in 1998 , the organization of a competition for European currencies for secondary education classes in the fifteen Member States , with the intention of proclaiming the new currency to the occasion of the fiftieth anniversary of the declaration of May 9, 1950 by Robert Schuman 2 . At the national level, partner media were invited to select ten currencies, which were submitted to a European jury meeting at the Caen Memorial on 11 andApril 12, 2000. This jury then chooses seven currencies 3 , 4 . These currencies were submitted to a grand jury headed by Jacques Delors and made up of one personality from each of the fifteen Member States. The jury met onMay 4in the morning 2 . The selected motto was presented the same day to Nicole Fontaine , then President of the European Parliament , during a ceremony in Parliament . The motto adopted is “Unity in diversity” ( ” In varietate concordia ” ) 5 .
In 2004 , the motto was incorporated into the treaty establishing a Constitution for Europe (Treaty of Rome), article I -8 of which lists the various symbols of the European Union. The French form is then slightly different: “United in diversity” . But this treaty is ultimately not ratified.
In 2007 , the Reform Treaty (Lisbon Treaty) did not contain any article mentioning the symbols of the Union. Indeed, it takes up many elements of the 2004 treaty, but not the articles which can assimilate the Union to a federal state such as those defining European symbols : flag , anthem , motto.
However, the latter continue to exist, since in the final act of the Treaty, 16 of the 27 Member States ( Belgium , Bulgaria , Germany , Austria , Greece , Spain , Italy , Cyprus , Lithuania , Luxembourg , Hungary , Malta , Portugal , Romania , Slovenia and Slovakia ) state:
“The flag representing a circle of twelve gold stars on a blue background, the hymn from Ludwig van Beethoven’s” Ode to Joy “from the Ninth Symphony, the motto” United in diversity “, the euro as the currency of the European Union and Europe Day on 9 May will continue to be, for them, the symbols of the common membership of citizens in the European Union and of their link with it. ”
