If you want to start this quest, you will have to travel to the Seat of the Aspects in Valdrakken. You need to talk to Kalecgos and it should be pretty easy if everything works right.

How to fix the buggy Keeper of the Ossuary quest in WoW
If the quest doesn’t show up for you in Waldrakken and you’ve completed the previous story quests leading up to this point, there are a few things you can try. The first thing you should do is simply restart the World of Warcraft client and see if it fixes the error. It has worked for many players.
One player reported on the Blizzard forums that they needed to complete another quest for Alexstrasza in Tyrhold before they could complete the quest, so this could be a cause for you to get stuck if you’re running into issues. Blizzard has stated that they have blocked the part of the main campaign related to killing Scalecommander Sarcareth in the Aberrus raid, but it should have nothing to do with completing this initial quest.
