One player reported on the Blizzard forums that they needed to complete another quest for Alexstrasza in Tyrhold before they could complete the quest, so this could be a cause for you to get stuck if you’re running into issues. Blizzard has stated that they have blocked the part of the main campaign related to killing Scalecommander Sarcareth in the Aberrus raid, but it should have nothing to do with completing this initial quest.
