Access the Control Panel through the Power User Menu
Right click on the Start menu to display the Power User Menu , from here select the Control Panel from the list:

How to create a desktop shortcut
There are two ways to create a Control Panel shortcut on the desktop of your Windows 10 device.
Create desktop shortcut from Start menu
Click on Start , then Settings , Personalization , Themes and finally Related Settings and then click on Desktop Icon Settings :
Check the box corresponding to Control Panel , click Apply and finally OK , to confirm:
Right-click folder or app link on desktop
To proceed with this second method, right click on an empty space on your desktop, click on New > Shortcut . Type the following command: % windir% \ system32 \ control.exe , in the Enter the path for the connection field and then click Next to continue:
Give a new link to create and click Finish to complete the operation
