Unfortunately, Pokemon GO didn’t use this design, but now you can at least get the ghost version of this very rare pokemon. How to get Shadow Lugia in Pokémon GO
After much waiting, the Shadow version of Luigia is finally available in Pokémon GO. This extremely powerful creature can only be achieved by winning a battle against Giovanni. But if you know about Giovanni’s past battles, you know that it takes quite a while to find the boss of Team Rocket.
First, you will need to get a Super Rocket radar. This is the special version of the standard Rocket Radar, allowing you to take on Team GO Rocket leaders like Sierra, Cliff, and Arlo.
There are a number of ways to get a Super Rocket Radar, but for now, Special Research on Incomprehensible Shenanigans will be the most accessible option if you are on top of the last step. The current stage (15) tells you to defeat five Team GO Rocket Grunts to get a Rocket Radar. You will then get a Super Rocket Radar for defeating one of the Team GO Rocket leaders.
Once you get this Rocket Radar and equip it, you can find Giovanni at PokeStops or at Team GO Rocket Balloons. Just keep in mind that some of the places you might appear to meet Giovanni may be decoys.
After defeating Giovanni (use our combat guide for help), an encounter with Shadow Lugia will begin. Make sure you don’t miss your pitches. It’s supposed to be a hit if you hit Shadow Lugia, but some people have reported that Lugia has escaped. Still, we cannot confirm that this is happening.
