Your best chance of getting a Prismatic Shard is to collect Mystical Stones. These are stones with a swirl pattern that have a 25% chance to produce a Prismatic Shard when brought to the Blacksmith. This is the highest shard drop rate in the game, but the catch is that Mystic Stones can only be found at levels 100-200 in mines, and rarely in Skull Cavern. And on the run.
