The only way to get broken watches in Nier Replicant is to drop objects from tall, thin shadows; specifically, those who wield a long shadow sword and sometimes shadow shields.
While they are quite common around the world in the first half of the game, they will become almost non-existent in the second half and will start to drop different items.
