Why do cameras measure speed in different ways?

Cameras operating in the Moscow Region ( Fast and Furious, Skat, Avtohuragan and Oskon ) can control the speed in two ways: singly or in pairs. Despite the fact that these methods differ by conventional names – “instantaneous speed control” and “average speed control on the site” – measurements and calculations are made according to the same principle. The difference is only in the length of the road section – a few meters under the camera or a few kilometers between the two complexes. But why such diversity?

 

Firstly, average speed control is used not only to monitor compliance with traffic rules, but also to calm traffic on a certain section of the road. According to a recent study by the Higher School of Economics Institute for Transport Policy, the use of two cameras has a positive effect on driving style, reduces the number of dangerous, sharp maneuvers and overtaking.

Secondly, the installation of two cameras on a multi-kilometer section of the route instead of three or four for “instant speed control” is a way to save money on road safety with a comparable reduction in accidents in places with several centers of accidents. And thirdly, it is also a positive effect on the environment from the uniform movement of traffic. For example, in the Netherlands, an improvement in air quality was recorded near a highway with an average speed control section.

Why do we need these complexes?

Many motorists will answer without hesitation – to “cut” money from them. However, according to experts, the main goal of all road safety measures is to minimize the number of road casualties. And thanks to automatic enforcement of traffic rules, the world is gradually moving towards a long-established goal – to a zero rate of deaths on the roads.

The effectiveness of the use of traffic cameras is confirmed. According to the Institute of Transport Economics and Transport Policy of the National Research University Higher School of Economics, where photo and video recording complexes appear, the number of deaths decreases by about 70%. The connection between the number of traffic cameras, a decrease in the number of accidents and their victims is also confirmed by the Research Center of the Ministry of Internal Affairs.
