Harita Haram or Haritha Haram of Telangana is a large scale plantation program implemented by the Telangana government to increase the amount of trees in the state from 24% to 33%.
History:
The program was launched on 3 July 2015 by Telangana Chief Minister Kalvakuntla Chandrasekhar Rao. It is one of the Telangana flagship programs to protect the forests from threats such as deforestation, smuggling, encroachment, fire and grazing. It adopted intensive soil and moisture conservation measures based on a watershed approach.
In areas outside the existing forest, large-scale planting activities had to be carried out in such areas; Roadways, river and canal banks, barren hills, tank dams and paving areas, institutional premises, religious sites, housing colonies, community lands, municipalities and industrial parks.
India’s National Forest Policy envisages a minimum of 33% of the total geographical area under forest cover to maintain environmental sustainability and ecological balance, which is important for the subsistence of all life-forms, be it human, animal Or vegetation.
Planning and implementation
Specific duties and responsibilities are assigned to separate committees. These committees are regularly conducting field inspections and monitoring the ongoing plantation and nursery works. The committees are the state level steering committee and the district level monitoring and coordination committee.

Planting model
The program uses several planting models:
Avenue Plantation – The plants will be planted on national highway roads, state highway roads and streets of villages and towns. Species include Silver Oak, Kanungo, Neem, Ravi, Marid, Nredu, Rain Tree, Gulmohar, Um and Spathodia.
Block plantation – Attempt will be made to plant in wastelands, common lands and panchayati lands. These plantations will be raised in areas around villages to meet fuel, fodder and MFP [clarification needed] needs.
Species include Albizia, Acacia, Siso, Neredu, Sundara, Chinduga, Subbul and Glyceridia. Plantation will be done by the concerned departments. After planting the plant will be handed over to the Gram Panchayat for maintenance.
Institutional Plantation – Planting will be done in schools, colleges, government institutions, hospitals, cemeteries and private institutions and industries. Species include Neem, Kanungo, Neredu, Maredu, Riley, Gulmohar, Raintree, Badam and Pelfothorum. Plantation will be done by the concerned departments. Conservation and watering will be the responsibility of the best institution.
Tank Four Shore Plantation – Planting will be on the Tank for Shore shores. Species include Nalla Thamma, Kanungo, Neredu and Arjuna. Plantation will be done by the departments in charge of the Board. After planting the plant will be handed over to the Gram Panchayat for maintenance.
Homestead Plantation – Planting will be done around homes and colonies to meet domestic needs. Species include neredu, seethaphal, usri, papaya, guava, neem, maredu, sopatan, almond, munga and medicinal plants. Planting and maintenance will be done by the residents.
Agricultural forestry planting – planting will be on the farm. Species include Teak, Red Sanders, Tamarind, Munga, Bombax, Eucalyptus, Bamboo and Subbul. Farmers will do planting and maintenance.
Barren hill planting – Planting on barren hill. Species include hardy plants such as Siso, Acacia, Nemali Nara and Kanungo. Plantation will be done by the concerned departments. Maintenance will be done by gram panchayats.
Achievements:
In this program, 230 crore plants are proposed to be
planted and maintained as follows:
- Outside forest areas – 130 crores
- 100 crore trees to be planted within forest areas
Achievements of Forest Department:
- 2015-16: 15.86 crore plants
- 2016-17: 31.67 crore plants
- 2017-18: 15.10 crore plants
Validation:
To encourage competition and to recognize successful implementation, the government instituted the “Telangana Green Mitra Award” to reward stakeholders including individuals, public representatives, NGOs, government organizations, corporate, rural and urban bodies.
The first awards were distributed on 15 August 2016. The government established the “Telangana State Excellence Award (T-Pre Award)” to recognize exemplary public service rendered by civil servants. The state government proposed the “Telangana Harita Mitra Award” for the following categories:
