Steal
Whether we like it or not, stealing is a surefire way to get items and weapons in Bethesda’s game. The Steal perk is available by default (at level 1 ) and can be upgraded up to four ranks .
Determines how easy it is for your character to steal. If you upgrade your character to the maximum, stealing will be twice as easy (characters will hardly detect you), and you will even be able to steal items equipped by NPCs (in addition to those in your inventory).
Refractor

At rank 1, you gain 10% additional resistance to energy attacks. If you upgrade it to full, you gain 50% resistance to energy or plasma weapon attacks .
Night owl
One of the most original perks in the game, although it’s not the best either. It’s available at level 6 and has two ranks in total. The Night Owl perk makes your character better (in different ways) when playing at night.
At rank 1, you get +2 Intelligence and Perception between 6:00 PM and 6:00 AM (in-game). If you upgrade to rank 2, you get +3 Intelligence and Perception, and the option to use night vision in stealth mode.
Penetrator
Tired of enemies taking cover? Don’t worry, because the Penetrator perk turns you into a reliable gunslinger, able to punch through surfaces with every shot. It’s available at level 9 and has two upgrade ranks.
With the Penetrator perk, you can shoot at any part of the body even if it is covered (with an accuracy penalty). If you upgrade it to rank 2, you will not have this penalty.
Demolition expert
The Demolitions Expert perk determines your character’s proficiency with explosive objects, such as grenades and mines. It is achieved at level 5 and has four upgrade ranks.
At rank 1, explosives deal 25% more damage and can be crafted at any Chemistry Bench . If you upgrade it to full, your explosives will deal double damage, and you can detonate explosives using VATS (for double damage).
Sniper
You can get the Sniper perk at level 8 , and it has up to three upgrade ranks. It determines how good your character is at using weapons with telescopic sights, or even smaller scopes.
At rank 1, you will be able to hold your breath while aiming down scopes for longer. If you upgrade it to full, all scoped automatic rifles gain 25% accuracy on headshots (using VATS).
Locksmith
Like the Hacker perk, Locksmith is essential for progressing through Fallout 4, as you can pick any lock in the game. It is obtained at level 4, and has four upgrade levels.
Level 1 allows you to pick advanced locks, level 2 allows you to pick expert locks, and level 3 allows you to unlock master locks. If you upgrade it to the maximum, your bobby pins will never break when trying to pick a lock.
Rifleman
Determines the damage you do with the game’s non-automatic rifles, and allows you to penetrate enemy armor. At maximum rank, you’ll do double damage, be able to ignore 30% of your opponent’s armor , and may even be able to disable one of their limbs .
Concentrated fire
A surefire perk if you tend to use VATS for combat. It’s the last Perception perk, so you need to be level 10 in the category to get it. It can be upgraded up to three ranks .
At level 1, each attack on the same body part has an additional 10% accuracy, which becomes 15% at rank 2. At max level, each attack on the same body part will have an additional 20% accuracy and deal 20% more damage .
