Which historian established a naval academy at Annapolis, Maryland?

George Bancroft, famous for his “ History of the United States,” established the United States Naval Academy at Annapolis, Maryland. He was a politician as well as a writer, and occupied many positions of honor and trust, being Collector of the Port of Boston from 1838 to 1841, and Secretary of the Navy under President Polk. He served as United States Minister to Great Britain, Prussia, and Germany, received the degree of Doctor of Canon Law from Oxford, and was a member of many learned societies in Europe. He was elected to the Massachusetts Legislature in 1830 without his knowledge, but declined to serve.
