Tethered or captive balloons which are of great use in war for watching the enemy’s movements.These balloons are mostly used in observing the effects of artillery fire, taking photographs, making maps, and giving and receiving signals, are those which are kept under control from the ground. They can be hauled down by ropes or allowed to ascend at will.
